By itself, I think it is neutral. The increased possibility of having action potentials is just a response to the sensory input (phone vibration), indicating you are sensing the external stimulation.
I think you are asking if the baseline of action potential firing rate is changed after long-term exposure to phone vibration? For this I don’t know either… the neurons could become either sensitive or insensitive to the stimulus after longtime exposure.
